What these times mean
Last activity is the pool's lastRewardTime: the last time the pool brought its rewards up to date. That happens whenever someone stakes, harvests or unstakes in the pool, or calls a pool update, so a recent time means the pool was used recently.
Last APR adjustment is the pool's lastAutoUpdate: the last time the pool moved its reward rate toward its target APR. A pool adjusts during activity and at most once an hour, so this time can trail the last activity.
